Reestablishing the Lebanese bureaucracy

The objective is to provide a comprehensive guide to the bureaucratic process in Lebanon, as well as a comprehensive basis for evaluating Lebanon’s extensive program. The resulting book will provide much needed text material for academic courses and training seminars, (with Monte Palmer and George Bitar). Project in its initial exploratory stage. R. Antoun.
 
 

Sectarian divergence and convergence among youth in the second Lebanese Republic

The study entails an investigation of political attitudes of Lebanese university students. It aims at exploring the efficiency, perception and attitudes towards the post-war political system in Lebanon, along with future expectations and activities which might be undertaken either in support of the system or for introducing change. The significance of Mu’allim Kamal Jumblat for Lebanon’s Druzes

This is part of the author‘s book project on Druze Effectiveness During the Civil War (completed). The chapter examines Jumblat’s appeal and importance from the perspective of several theories concerning ethnic conflict and minority behavior. Other chapters are in progress. J.Harik.
 
 

Clientelism, Lebanon: roots and trends

Clientelism operatein every political system in the Middle East, but its amount, specific nature and legitimacy vary enormously. Forty-six years of consociational democracy in Lebanon can be summarized as failure to integrate sections of the civil society into the political system. In particular, clientelism in Lebanon persists despite changes in its patterns. It seems that neither the logic democracy nor the logic of civil society outrun the logic of power of clientelism. On the contrary, instead of being destroyed by the process of democratization, clientelism has changed its forms and functions over time. This study will examine how clientelism is rooted and intertwined with the rules of political game in Lebanon. I then discuss the system’s general trends of clientelism. Finally, I will address the Islamic segment of Lebanon’s clientelism. Research has been completed. Lebanon’s Islamists: from militia to party politics

The aim of this research is to answer which Islamic groups and movements can be called political parties. What roles and functions are performed by Islamic political parties? The analysis is expected to shed light not only on the Islamic parties' structures and functions but on the theoretical level of a general theory of political parties as well. The Central Inspection Commission in Lebanon: how can it transform the public sector?

Lebanese bureaucracy, beginning with the Mandate era in 1920, has shown chronic ills and weaknesses, which reflected primarily a poorly developed social conscience for which personal profit and private loyalty take precedence over public duty. The Commission, as a leading control agency, has been crippled for over twenty-five years and its revitalization is vital for creating an effective and credible bureaucracy. The aim of the study is to explore the means by which the Commission can reinvigorate public institutions and foster the state’s capability to deliver goods and services efficiently. M. Because liberal democracy seems to have become the current dominating world ideology, this book examines the possibility of introducing it into the main body of modern Islamic thought through a re-interpretation of the past and the present and through finding comparable doctrines in the history of Islam. Global politics and Islamic fundamentalism

The book delineates the theoretical and political underpinnings of fundamentalist ideology that has effected the past, present and the foreseeable future not only of local state politics or regional relationships but, more importantly, the international arena and the new world order. It draws up the actual political application of these underpinnings on state level, as in the case of Iran and Sudan, and the regional level, as in the case of radical fundamentalist movements in Egypt, Israel and the Occupied Territories and Lebanon. This book re-examines the origins of the beginning of Muslim Brotherhood and its major lines of development with due emphasis on structural and ideological transformations. It analyzes the fundamentals of its ideology and the main ideological variations that branched out within and outside of Egypt. The domestic determinants of Middle Eastern foreign policy

The Center for Arab and Middle Eastern Studies and the Middle East Technical University (Ankara) are currently seeking funding for a conference entitled The Domestic Determinants of Middle East Foreign Policy. The conference will be held at AUB and will result in the publication of a edited volume of the same title. M. Palmer.
 
 

Re-establishing the Lebanese bureaucracy

Members of the Public Administration section of the Political Studies and Public Administration Department are currently seeking funding for the above project from USAID. The project objectives are:

  • To examine the characteristics of a bureaucracy judged so ineffective that it had to be “re-established.”
  • To examine how this state of affairs came to be. This is a particularly important point, for it is difficult to speak of “reestablishing” the bureaucracy without understanding how its problems arose in the first place. Barring this, the mistakes of the past are likely to repeat themselves.
  • Based upon the above analysis, the study will outline the “key areas of concern” that must be addressed if the "reestablishment” process is to achieve its objectives.
  • The reform/re-establishment program will then be assessed in regard to how well it addresses these areas of concern. M. Palmer.

    State and society in postwar Lebanon

    A book tentatively entitled State and Society in Postwar Lebanon. The book is an analysis of the main issues relating to politics, political economy, and social poin postwar Lebanon and is to be finished by the Summer of 2000. Cambridge University Press has expressed a preliminary interest in the project. P. Salem.
     
     

    Civil society and governance

    A study on the effect of NGOs on public policy and governance in Lebanon by focusing on a number of particular case studies. The study is part of a global study of civil society and governance. It is to be completed in the Spring of 2000. It is funded by the Ford Foundation. P. Salem.
     
     

    Local government in the Arab World

    A co-edited book on local government in the Arab world. The book is part of a wider project with the World Bank on this topic and has included a number of conferences and participation from scholars around the region. It is funded by the Economic Development Institute of the World Bank. P. Salem.
     
     

    Development priorities for Lebanon

    A study of the combination of development priorities relating to Lebanon in the next decade. The study integrates social, economic, and political development priorities in a consolidated and integrated view. Funded by the United Nations Development Program. P. Salem.
