The applicability of the Oinstitution in Lebanon

The research focuses on examining the effects of applying an ombudsman institution on the structure and functions of the government apparatus in Lebanon. Research completed and article sent for publication. R. Antoun.

Local government and municipal reform in Lebanon

Conducting field research and presenting policy recommendations concerning the status, problems and prospects of local government and municipalities in Lebanon. My contribution includes writing two chapters: “Municipal government in the Mount Lebanon region,” and the concluding chapter of the book; in addition to being (with Dr. H. Krayem) associate project leader. The book is due to appear summer 1997. R. Antoun. (Supported by Lebanese Center for Policy Studies.) 

Administrative ethics and morality in Lebanon

The aim of this study is to examine ethical and moral questions in the Lebanese administration, and to assess the effect of the lack of ethics not only on administrative practices, but also on the relationship between government employees and the citizens, as well as on social and political behavior in Lebanon. Research completed and paper being written. R. Antoun. (Supported by Centre d’Etudes et de Recherches sur le Moyen-Orient Contemporain.) 

Environmental laws and regulations in Lebanon

The research focuses on the institutions which have a role in environmental management, as well as the enforcement of environmental regulations in Lebanon. It stresses the lack of vision, the inadequacy of the legal framework and the non-enforcement of existing regulations. Research completed and article sent for publication. R. Antoun.

Options for administrative reform in Lebanon

The research evaluates the recent administrative reform movement in Lebanon (1993-96) with emphasis on the new techniques and mechanisms implemented. Research completed and article being written. R. Antoun

Islamism in Lebanon: a Guide

The great variety of kaleidoscopic changes of Islamist groups in Lebanon leave many observers confused. To sort things out, the article presents a directory of the country’s nearly twenty movements, divided into those that are Shi’i and those that are Sunni. It then considers what the future may hold in store for them. The article is scheduled to appear in Middle East Quarterly in September 1997. N. Hamzeh

The dynamics of the Iran-Hizbullah relationship

This study deals with the developments of the Iran-Hizbullah relationship and its effects on political regional security. The aim is to determine what models have governed the ideological, political, financial and military dynamics of the Iran-Hizbullah relationship. The experience of this relationship may illuminate the dynamics of other Islamic militants with Iran. The work will appear as a chapter in Lebanon and Iran, ed. Houchang Chehabi. N. Hamzeh

Non-governmental associations of Islamic groups in Beirut

The aim of this study is to describe and explain the Islamic dimension of Lebanon’s non-governmental associations, particularly in Beirut. The study points clearly to the fact that Islamic civil society speaks in a myriad of voices. They, however, attempt either to create parallels for the state’s apparatus or insist on governmental accountability and thereby attempt to work within the existing Lebanese political system, i.e., the consociational democracy. The work is to be published by the Lebanese Center for Policy Studies. N. Hamzeh

Political parties: the Islamists of Lebanon

The aim of this research is to answer which Islamic groups and movements can be called political parties. What roles and functions are performed by Islamic political parties? The analysis is expected to shed light not only on the Islamic parties structures and functions but on the theoretical level of a general theory of political parties as well. Research is completed. Islamic Fundamentalism in Bahrain

The aim of this research is to examine the development of Islamic fundamentalism in Bahrain and its impact on the internal and regional political situations. Research in its initial stage. N. Hamzeh.

Democracy derailed: Lebanon’s Ta’if paradox

Analysis of the effects of Lebanon’s socio-political norms and political institutions, and the ferocity, external dimensions and results of the civil war on the country’s short and long-term chances for democratization. A comparison of early elections with those that followed the Ta’if Accord, and an analysis of the Hariri government’s conduct and dependence on Damascus, leads to the conclusion that efforts to put the country back on the democratic track remain a dead letter. Ironically, the constitutional reforms emanating from the Ta’if Accord actually reinforce sectarian politics. The continued tug of primordial ties combined with pressures on the weak government to accommodate Syrian policy, appear to distance Lebanese citizens from democratic practice and values more than ever. Syrian foreign policy and state/resistance dynamics in Lebanon

An analysis of the rules established by Syria to govern the behavior of the Lebanese government and the Resistance during Israel’s 1996 Grapes of Wrath operation. The implications of the outcome of these arrangements are drawn for Israel, Syria, Lebanon and Hizballah. This article will appear in Studies in Conflict and Terrorism, summer 1997. J. Harik

The return of the displaced and communal integration in postwar Lebanon

Heads of households were surveyed in the Harf district of the Shuf mountains during 1994 to determine the social, psychological, political and economic factors that weighed in their decisions to permanently re-settle in their mountain homes. The roles of the state and NGOs are critically examined and policy suggestions are made for the re-settlement of those who were displaced as a result of protracted social conflict. The article is being reviewed. J. Harik. (Funded by URB.) 

Principles and mechanisms of political inclusion and exclusion in postwar Lebanon: 1996 parliamentary elections in the governorate of Mount Lebanon

An analysis of the factors involved in the defeat of the Christian opposition’s electoral strategy and the overwhelming success of governmental candidates in the governorate where an electoral boycott was massively followed in 1992. Article under review. J. Harik

Jihad: Hizballah’s policy of violence and accomodation in postwar Lebanon

An analysis of fundamentalists’ ideological ambiguity and pragmatism in pursuing political goals. J. Harik

Druze influence during the Lebanese Civil War: the military dimension

A study of a minority’s effort to defend itself and advance its influence under threatening conditions. J. Harik.

The condition of the municipalities in Southern Lebanon

A chapter in a book entitled Local Government and Municipal Reform in Lebanon. The book is a survey of conditions of municipalities in Lebanon. My contribution includes writing this chapter on South Lebanon’s municipalities and participates in the policy recommendation for municipal reform in Lebanon, in addition to being (with Dr. Antoun) associate Project Leader. Radical and moderate fundamentalist discourses on knowledge, ideology, society, and politics

This book maps out the discourses of major fundamentalist theoreticians and movements concerning the above mentioned issues. It shows the main theoretical and political underpinnings of these discourses and develops a typology of Islamic movements that range from majoritarian tyranny to pluralistic democracy. Particular attention is paid to the discourses of the leaders and founders of the main movements. In press with Florida University Press, Gainesville, USA. A. Moussalli.

Ideology and politics: Islamic fundamentalism and world order

The book delineates the theoretical and political underpinnings of fundamentalist ideology that has affected the past, present and the foreseeable future not only of local state politics or regional relationships but, more importantly, the international arena and the new world order. It draws out the actual political application of these underpinnings on the state level, as in the case of Iran and Sudan, and the regional level, as in the case of radical fundamentalist movements in Egypt, Israel and the Occupied Territories and Lebanon. Historical dictionary of modern Islamic fundamentalism

This encyclopedia is to contain information and basic analysis of major fundamentalist figures, leaders, thinkers, ideologists, movements, groups and similar pertinent information. The dictionary is being written for Scarecrow Press. A. Moussalli.

Rising political consciousness and crises in Saudi Arabia

Rising political consciousness among the different sectors of the Saudi Arabian society is creating crises for the state and the ruling elite. This project will investigate potential crises reflected by the on-going social transformation. These are manifested in identity, legitimacy, participation, penetration, and distribution. Research project in progress. M. Nehme

Fundamentalism vs. the amalgamation of capitalism and Islam in Saudi Arabia

This article explores the difficult role that the Saudi government is trying to exercise in bridging contentions between two powerful groups in the political arena. These two groups are the capitalist modernist group and the rigid Islamic group. This is a chapter in a book entitled Islamic Fundamentalism: Theoretical Aspects and Case Studies. It is being considered for publication by Oxford University Press, UK. M. Nehme
