Highlights on the University Academic and Non-Academic Employment Procedures to be Observed and Adhered to by all Concerned Administrators

Procedure For Recruitment of Faculty Appointees.

In conformity with the "Procedure for Recruitment of Faculty" approved on November 11, 1993, and based on the President's directive, all deans and directors of academic units are requested to use a Standard Formal Offer for faculty candidates in their area of responsibilities.

The following pamphlets and forms which are available in Human Resources Department (Campus) shall be sent along with the offer: Summary Information Guide, Statement of Policies on Benefits and Allowances for Academic Personnel, Retirement Program (Plans A, C or B whichever applicable), Health Insurance Plan, A.U.B C.V. forms (2), Pre-Employment Medical Form and Specimen Copy of the Letter of Appointment.

A new Faculty appointee shall be provided with a copy of the Statement of Policy with respect to Academic Appointment and Tenure.

Correspondence with Academic Personnel

Copies of all correspondence to individuals, in which offers or commitments are made by the Deans or Directors of Academic Units, and copies of all letters sent by individuals to the Deans and Directors concerning offers made to them must be sent to the Human Resources Department (Campus).

Letter Of Appointment and Personnel Actions

Letter of appointment and personnel actions related to academic or non-academic employees shall be made effective only after the appropriate documents have been signed and approved by the authorized University Officials. Letters of appointment should be signed by the candidates prior to the starting date. Retroactive application of all Personnel actions shall not be accepted.

Academic Personnel

- For new faculty employees hired locally and not requiring" Work Entry   Visa", the Recommendation for Appointment should be in the Human Resources Department as approved by the President on month prior to the starting date.

- For new non-Lebanese faculty appointees, the recommendation for   appointment should be in the Human Resources Department (Campus) at least two months   prior to the starting date in order to obtain for him/her a work entry visa   prior to arrival.

- Recommendations for the renewal of appointment for faculty appointees,   should be received by Human Resources Department (Campus) at least one month prior to the   expiration of the ongoing contract.

Letter of Appointment Approved and Signed By The President

- All employment contracts shall be executed in triplicate by the Department   of Human Resources after insuring the availability of the necessary fund, in the   respective budget.

- Letter of Appointment for full time faculty appointees, executive appointees   (Vice Presidents and Deans), management employees (Comptroller, Director   of Hospital, Director of Development, Director of Human Resources, Director of   Internal Audit, Director of C.N.S. , Director of Physical Plant and Business   Services), adjunct faculty appointees and REP seconded faculty appointees   will be approved and signed by the President.

Letter of Appointment Approved and Signed By The Director of Human Resources

- Employment contracts prepared by Human Resources Department (Campus) for the Director's   signature are normally in triplicate: original and two copies.

- The authority to sign and approve the "Temporary Letter of Appointment for
  Faculty Appointees" on Part-Time basis is delegated to the Director of   Human Resources by the President as per his authorization of April 12, 1999.

- Letter of Appointment for Research Assistant and Assistant Instructor.

- Letter of Appointment for Non-Academic Personnel.

It is to be noted that basically as an administrative procedure the one who recommends an appointment shall not be the one who approves the said appointment.

Non- Academic Personnel

- Non-academic appointment will be made on the basis of the general   established employment conditions and in accordance with the provisions of   the Labor Law, the University Personnel Rules and Regulations and any   individual or applicable law and Collective Agreement in force.

- Recommendation for a new appointment will be made effective at least   fifteen days after the decision for selection has been received in the Human Resources   Department .

- Recommendation for renewal of a fixed term contract, as approved by the   concerned officials should be received one month prior to the expiration of   the ongoing contract.

- Promotion and salary increases will be made effective at least fifteen days   after the final approval has been received by the Human Resources Department (Campus).

Salary and Benefits Allowances

- Payment for personal services and adjustments to salaries and allowances   may be authorized only by the Director of Human Resources. Salaries, advance on   salaries or related allowances and termination benefits will be paid on the   basis of Personnel authorization issued by the Director of Human Resources.

President's Signature and Approval

Documents prepared by Human Resources Department (Campus) for the President's signature are normally in triplicate original and two copies.

- Letter of Appointment for Full-Time Faculty Members.
- Salary Increase Letter For Academic and Non-Academic Personnel above   Grade 12

   For faculty appointees:

- Non-Renewal Notice.
- Resignation (Confirmation Letter).
- Leave Request for Special Leave With Pay, Sabbatical Leave or Leave   Without Pay.
- Promotion Letter.
- Non-Academic Personnel Retirement Notice Letter.

Director of Human Resources's Signature and Approval

Documents prepared by Human Resources Department (Campus) for the Director's signature are normally in triplicate original and two copies.

- Letter of Appointment for Part-Time faculty Appointees on Temporary Basis.
- Letter of Appointment for Academic Personnel in the Ranks of Assistant   Instructor and Research Assistant.
- Letter of Appointment and all other relevant letters related to Personnel   Actions for Non-Academic Personnel.
- Promotion Letter.
- Transfer Letter.
- Resignation.
- Termination.
- Official Warnings.
- Salary and Allowance Payment Authorizations for both Academic and
  Non-Academic Personnel.
- Benefit Allowance Authorizations for both Academic and Non-Academic   Personnel (i.e. Educational Allowances, Travel Allowances...)
- Termination Benefits Authorizations (End of Services Indemnity and   Termination Benefits under Plan B).
- Employment Certificates.
- Leaves Without Pay: Confirmation Letter for both Academic and
  Non-Academic Personnel.

Number of documents prepared by Human Resources Department (Campus)

Documents are normally prepared in triplicate (original and two copies).

- The original letter is for the appointee concerned.
- The first signed copy is for the Human Resources file.
- The second signed copy is for the Dean or Head of the Administrative Unit   Concerned.
