The American University of Beirut in partnership with the World Bank Institute worked with the Ministry of Health and Medical Education in Iran in designing and delivering the Flagship Program on Health Sector Reform and Sustainable Financing on national groundst

- The Iranian Flagship Program

THE OBJECTIVES
 

 As part of the Flagship Program on Health Sector Reform and Sustainable Finance, the Capacity Building Program in Iran, aimed to build a constituency of health care managers and decision-makers in Iran, who share common understanding of the challenge and paradigms of health sector reform, and appreciate the advantages and disadvantages of different reform options. The overall objectives of the Capacity Building Program was to (a) adapt Flagship learning materials to the local circumstances involving, for example, the development of cases studies and translation of the materials into the local language; (b) assist with development and delivery of Flagship training activities in Iran; (c) enhance the national capacities of Iran to undertake health reform; (c) develop a network of competencies in health financing and economics; and (d) strengthen government officials' decision-making skills through training and policy seminars.   

The aim of the program was to equip participants to: (a) speak a common language about dimensions of health sector reform and sustainable financing options; (b) place their health system in a taxonomy of health systems in accordance with its structural, financial, and functional characteristics; (c) assess how well their health system rates on performance criteria such as efficiency, equity and sustainability; (d) determine alternate paths their health systems could take, and why it would be desirable to pursue some paths over others; (e) understand how to move their health system from its current state to a participant-defined future state; and (f) understand how to select and apply tools and procedures to make desired changes and to assess their effects.
