    IPEC Lebanon was established in 2000 as a result of the signing of a Memorandum of understanding between the Ministry of Labur and the ILO Regional Office in Beirut. The program, which targets exploited girls and boys under the age of 18, aims to rehabilitate and remove children from the worst forms of child labor in Lebanon, as well as to prevent others from becoming victims. These, as defined in the ILO Convention No. 182, include:

  • All forms of slavery or slavery-like practices;
  • The use, procuring or offering of a child for prostitution, for the production of pornography or pornographic performances;
  • The use, procuring or offering of a child for illicit activities; and
  • “Hazardous work” -- the kind of work that by its nature, or by the circumstances in which it is carried out, is likely to jeopardize the health, safety or morals of children.

As a part of the implementation process, IPEC Lebanon coordinates with various stakeholders including civil society groups, organizations and governmental bodies. Its preparatory activities entailed assessing the prevalence of the worst forms of child labor and identifying them, as well as determining the types of “hazardous work” that exist
